- Governing documents: the Methodology Manual, version 2.0.7, and the Terms of Use and Licence, version 1.4. This page summarises the governance framework established by those documents. In the event of any inconsistency, the Methodology Manual and the Terms of Use and Licence prevail.
1. Decision-making authority
1.1 The Administrator
The Index is administered by CSP DAO LLC, a limited liability company organised under the laws of the State of Wyoming on 2 March 2022 (filing number 2022-001086782). The Administrator bears sole responsibility for the methodology, calculation, data integrity, publication, record-keeping and complaints handling (Manual 15.1). The Index is calculated by the Administrator using its proprietary calculation systems.
1.2 Index committee
All determinations reserved to the Administrator under the Methodology Manual are exercised by the Administrator. The Manual does not establish a separate index committee or independent oversight function (Manual 15.6). This arrangement is reflected in the self-assessment against IOSCO Principle 5 set out in section 5.
1.3 Determinations governed solely by the rules
In the ordinary course of operation, constituent selection and weighting are determined exclusively by the application of the rules set out in the Methodology Manual to the relevant input data. No discretionary selection of constituents or target weights occurs (Manual 15.4).
1.4 Matters reserved to the Administrator
The Administrator exercises discretion solely in respect of the following matters (Manual 15.3):
- additions to and removals from the Exclusion List;
- determination of whether an asset flagged for peg review constitutes a pegged asset;
- identification of the continuing coin following a fork or change of identifier;
- removal of a constituent outside the scheduled rebalancing cycle and the price to be applied;
- actions required in a market emergency;
- completion of a rebalance that cannot be completed in accordance with the ordinary rules;
- restatement of previously published values;
- amendments to the Methodology Manual and the conduct of the annual review; and
- cessation of the Index.
1.5 Recording and publication of decisions
Each determination is documented with a record of the evidence considered and the rationale applied. Consistent treatment is accorded to similar cases; any departure from prior practice is recorded together with the reasons for the departure (Manual 15.5.2).
Any determination affecting the Index, its data or the Methodology Manual is published on this website, together with the supporting rationale, prior to its effective date wherever practicable (Manual 15.2.3). Where the exercise of expert judgement results in a change to published values or composition data, a concise statement of the determination and its rationale is published within five Index Business Days (Terms 6.2).
2. Consultation and methodology changes
2.1 Material changes
A change is material if it alters, or is capable of altering, index composition, target weights, index levels or published statistics. Examples include the introduction of a new parameter, data source, exclusion criterion or formula. Changes that merely clarify existing wording, add illustrative examples or more precisely describe current practice are not material (Manual 15.9.1).
2.2 Notice and consultation
In respect of any material change, the Administrator publishes a notice on this website not less than 30 days prior to the effective date. The notice sets out the proposed change, the reasons for it and its expected impact, and invites comments for a period of not less than 14 days (Terms 6.4, Manual 15.9.2). Comments should be submitted to info@cci30.com.
Where a change is required on an accelerated basis by reason of an extraordinary event, a legal or regulatory requirement, or the correction of an error, the change may take effect immediately, with the notice published as soon as practicable thereafter (Terms 6.4).
2.3 Version control
Each version of the Methodology Manual carries a unique version number and date. Prior versions are retained and made available upon request (Manual 15.9.4, Terms 6.5).
2.4 Annual review
Not less than once in each calendar year the Administrator reviews whether the Index continues to measure the market it is designed to represent. The review encompasses parameters, exclusion rules and the Exclusion List, data sources and data quality, complaints received during the period, and all instances of the exercise of expert judgement. A summary of the review and of any proposed changes is published (Manual 15.8).
2.5 Cessation
In the event of cessation of the Index, notice is published on this website and provided to licensees not less than 90 days prior to the final publication date, save where circumstances beyond the Administrator’s control prevent such notice. The notice sets out the reasons for cessation and the transition arrangements, including any successor index and the material differences between the indices (Terms 6.7, Manual 15.13).
3. Complaints
3.1 Submission of complaints
Any person may submit a complaint concerning the Index, including its methodology, any published value or determination, or the conduct of the Administrator. Complaints must be submitted in writing to info@cci30.com with the word “Complaint” in the subject line (Terms 34.1).
3.2 Handling of complaints
The Administrator:
- acknowledges receipt of the complaint within five Index Business Days;
- investigates the complaint through a person who was not involved in the matter under review, where practicable; and
- provides a written response setting out its findings and the reasons for those findings within 30 days, or within that period explains why additional time is required and the expected date of response (Terms 34.2).
Records of complaints and of their handling are retained for a minimum of five years (Terms 34.3). Submission of a complaint does not suspend the use of any published value. Where a complaint identifies an error, the value is corrected in accordance with the applicable correction procedures (Terms 34.4).
3.3 Reporting of potential errors
Any person who believes a published value to be incorrect should notify the Administrator by e-mail to info@cci30.com, providing the relevant Index Business Day, time, the value observed, the source of the observation and the basis for the belief that the value is incorrect. Such reports are acknowledged within five Index Business Days (Terms 7.3).
An error in an Official Close is treated as material if it equals or exceeds 0.10 per cent of the correct value. Material errors are corrected across all data services and a correction notice is published within five Index Business Days of confirmation of the error (Terms 7.4 to 7.6).
4. Conflicts of interest
4.1 Identification and management
The Administrator identifies, records and manages conflicts of interest that could affect the integrity of the Index (Manual 15.7.1). Such conflicts include, without limitation:
- holdings by members, managers or staff of the Administrator in constituents, candidate assets or products linked to the Index;
- commercial relationships with coin issuers, exchanges, data providers or licensees; and
- revenue arrangements that depend on index levels or on products issued by licensees.
4.2 Disclosure
Members, managers and staff of the Administrator, CS&P SA (the owner of record of the CCi30 trademarks) and the founders of the Index, Carlo Scevola and Igor Rivin, may hold or trade cryptocurrencies that are, or may become, constituents of the Index (Terms 6.8).
4.3 Structural safeguards
- In ordinary operation, no person exercises discretion over constituent selection or weighting (see section 1.3).
- Rebalancing inputs close at 24:00 GMT on the day preceding the rebalance; the results are published at 00:00:05 GMT. Market participants may independently estimate the outcome from publicly available data and the published rules (Manual 15.7.3).
- All determinations by the Administrator are documented with supporting evidence and rationale and are published (see section 1.5).
5. IOSCO Principles self-assessment
5.1 Statement
The Administrator seeks to administer the Index in a manner consistent with the IOSCO Principles for Financial Benchmarks (International Organization of Securities Commissions, July 2013). The assessment set out below is that of the Administrator alone. Neither IOSCO, any regulatory authority nor any independent third party has reviewed, assessed, approved or certified the Index, the Methodology Manual or the Administrator (Manual 16.1, Terms 6.9).

Any user subject to Regulation (EU) 2016/1011 (the EU Benchmarks Regulation), the Benchmarks Regulation as it forms part of United Kingdom law, or the laws or regulations of any other jurisdiction remains solely responsible for determining whether the Index may be used for the intended purpose. This page makes no representation concerning the regulatory status of the Index or of the Administrator in any jurisdiction (Manual 16.3).
The Administrator will provide records relating to the Index to any regulatory authority that makes a lawful request, subject to applicable law (Manual 16.4).
6. Records and continuity
The calculation system retains every published real-time value, every constituent’s daily values, every daily Index value together with its source data, every composition and rebalance (including inputs and results), every published statistic, the adjustment factor of every restatement, and the benchmark prices applied. Correction notices, complaints and responses, and the series superseded by any restatement, are likewise retained (Manual 15.10). These records are available to auditors and to regulatory authorities upon lawful request.
In the event of failure of the calculation system, service is restored from the stored database and any resulting gap in published values is reconstructed in accordance with the rules of the Methodology Manual (Manual 15.14, 6.7).
